Absent leaders

There were five heads of state that skipped the G20 meeting. Chinese leader Xi Jinping and Russian leader Vladimir Putin attended virtually; Mexican president Andrés Manuel López Obrador, who rarely travels abroad, sent his secretary of foreign affairs, Marcelo Ebrard; Japanese Prime Minister Fumio Kishida; and South African President Cyril Ramaphosa did not attend in person because of their respective countries’ upcoming elections.

Outcomes 

On October 30, the French government and the Biden administration agreed to remove the steel and aluminum tariffs that the Trump administration had put in place in 2018. The deal kept some protection for American steel and aluminum producers by using a system of tariffs and rate caps. It also stopped the EU from putting retaliatory tariffs on American goods and stopped an EU tariff rise that was supposed to happen.
